Analyzed were the present problems existed in a construction project of coal preparation plant, such as separation of design and equipment procurement, responsibility of proprietor undefined, etc. In relation of successful experience from foreign engineering company, concrete considerations on ensuring procurement regulations and procurement administration were proposed, such as setting up a procurement department under the engineering company, strict administration procedures, and comprehensive control of the project expenses and engineering time schedule.
