| 摘 要： | 如何从整体上优化浙江省科技经费配置,是建设科技强省的重要课题。本文分析了浙江省科技经费在科研机构、高等院校和工业部门三类执行部门中的配置情况,发现其中高等院校人均科技经费低但使用效率最高;基于DEA分析了R&D经费在2003—2010年间各执行部门经费配置下的高效技术、规模有效性,发现2005、2006年效率低下,相对无绩效等。同时,文章还提出政府拨款应特别倾向高校,在增大整体科技经费投入时,注重配置结构的技术、规模的有效性。

| Abstract: | How to optimize the configuration of the overall science & technology funds is an important issue of building a powerful province of science & technology.Through analyzing the configuration status of science & technology funds in scientific research institutions,universities and industrial sectors,this paper found that although the science & technology funds per capital of universities were low,its efficiency was the highest.Based on DEA,the paper analyzed the technology efficiency and scale validity of R&D funding in 2003-2008,figuring out that the technology efficiency and scale validity in 2005 and 2006 was ineffective,relatively lack of performance,etc.Meanwhile,it suggested that the government appropriation should make a special tendency to universities,and when increasing the overall science & technology funds,the technical cofiguration structure and the validity of the scale should be paid attention to. |
