城市供水突发事件的应急预案

以浙江省供水现状为线索,通过对供水部门的突发事件包括水质污染,咸水入侵等意外事故以及水厂目前的管理状况的调查,研究了水厂事故发生的应急预案内容及其特点,提出了树立正确的供水安全应急管理意识及建立供水安全应急预案的重要性,旨在为中国城市供水部门提供可借鉴的安全供水应急方案.浙江是中国经济最发达的省份之一,但由于水资源分布不均以及严重的水污染问题,浙江省的很多地区因缺水而阻碍了地区经济的可持续发展.调查资料发现,水质性水资源缺乏是浙江缺水的主要原因,另一方面,对于供水部门来说,原水水质的污染亦是最可能发生的突发事故.作为浙江省会所在地的杭州,供水部门最危险的突发事件是原水水质污染和咸潮入侵.

Emergency response plan against water supply's vulnerability

The hazards,such as water contamination and salt-tide hazard,as well as the characteristics of water supply utilities in Zhejiang are examined in this survey.Some area in Zhejiang province,owing to the uneven water distribution and deterioration of water quality,have suffered a lot from water storage which has severely affected the local social and economic sustainable development.Based on the accurate analysis,the study made some feasible proposals on innovation measures and policies concerning water supply emergency planning for water supply utility in China.
