国有企业廉政监察体系构建初探

国有企业主体缺位及其导致的腐败问题是理论界和实务界关注的焦点之一。构建国有企业廉政监察体系是消除主体缺位之负面影响的有效途径。笔者结合多年来从事企业纪检监察工作的实践经验,立足一定的理论高度,从宣传教育、权力运行、法制约束及改革创新等多维度提出了构建系统的国有企业廉政监察体系的设想,目的在于探寻预防和惩治国企腐败现象之制度解决方案。

Exploration of Constructing the Supervisor System of State-owned Enterprises Against Corruption

The owner absence in state-owned enterprises and the corruption caused by it are always the focuses of the academic and the practice. Constructing the supervisor system of state-owned enterprises against corruption is an effective way to avoid the negative effects of owner absence. Based on the aged practical experience of supervision in state-owned enterprise and theoretical research, the author puts forward the idea of constructing the supervisor system of state-owned enterprises against corruption which contains four aspects: propaganda and education, power function, legal regulation, reform and innovation. This paper aims to find a systematic resolution to prevent and punish the corruption in state-owned enterprises.
