| 摘 要： | 公众参与是环境影响评价过程中的重要部分,在环评中发挥着特殊作用。针对目前我国环境影响评价中公众参与的实施情况,本文对环境影响评价公众参与存在问题进行总结,并分析原因与借鉴国外经验,提出了颁布公众参与导则、健全环境信息公开制度、实施全过程的公众参与和切实保障公众参与的效力以及强化公众参与意识等完善对策。

| Abstract: | AbstractsThe public participation is an important part in environmental impact assessment process,and plays a special role.Based on the current situation in the implementation of environmental impact assessment of public participation in environmental impact assessment,this paper summarizes problems of existing public participation,and put forward the consummation countermeasures that guidelines of public participation,and the openness system of environmental information,the public participation of the whole process of implementation,the validity of public participation and strengthen public participation. |
