| 摘 要： | 文章选取了秦皇岛市科技型中小企业进行实证研究,根据构建的评价指标体系和评价模型对该企业技术创新能力各指标进行综合评价,针对评价结果,对加强秦皇岛科技型中小企业技术创新能力的公共政策提出改进措施和建议。

| Abstract: | This article adopts the empirical study on medium and small technological enterprises in Qinhuangdao, and depending on evaluating index system and models, comprehensively commentates all different kinds of indexes in these companies and provides some measures and advice on the public policy of technological innovation of medium and small technological enterprises in Qinhuangdao. |
