基于边际成本理论的高耗能企业电价探讨

高耗能企业用电在我国全社会总用电中占有很大比例,为实现节能降耗与污染减排的目标,促进产业结构调整,制定科学合理的电价机制是对高耗能企业用电进行合理调控需要迫切解决的问题。本文依据边际成本理论对某地区高耗能企业用电特性与用电成本进行分析,建立了基于长期边际成本的定价模型,并进行了实例计算。该方法可避免电源结构改变及投资波动对电价造成的影响,使供电成本在不同电压等级及用电时间内合理分摊,给用户以正确的价格信息,帮助高耗能企业对电力资源的消费或节约做出正确选择,对电价的制定与调整有指导意义。

Research on Price of High Energy-consuming Enterprises Based on the Theory of Marginal Cost

High energy-consuming enterprises consumption account for a large proportion in the total social consumption in China. In order to reduce energy consumption and pollution emission and promote industrial structure adjustment, the development of scientific and rational pricing mechanism is a urgent problem which could control high energy-consuming electricity reasonably need to be addressed. In this paper, characteristics of electricity and the cost of identity of high energy-consuming enterprises based on the theory of marginal cost are studied. Then the model based on long-term marginal cost pricing is gained, and instance is calculated. This method can avoid the impact caused by power to change the structure of investment and the fluctuations in the price, and share the power supply reasonably at different voltage and time, and offer to the user the right price. At the same time it could help high energy-consuming enterprises make the right choice when they use power resources. It has guidance on the formulation and adjustment of electricity price.
