无标底合理低价招标模式的改进与构建

基于合理低价招标模式，提出通过公布最高投标限价和引入合理的计算用置信度值的招标评标新模式，并给出具体的实施建议。该模式适合我国建筑业发展和管理水平均相对落后的现状，还有利于解决《中华人民共和国招标投标法》虽规定“投标价格不得低于成本”，但投标人真实成本却难以鉴定的尴尬。

New Tendering Method on Lowest Bidding Price without Base Price

Based on the current China＇s tendering method on lowest bidding price without base price based on bill-of-quantity rule bid-ding method,a new bidding model,through pre-announced the pre-tender price and a reasonable degree of confidence,is discussed and a number of recommendations of implementation are proposed. This new bidding model not only suit for China＇s relatively backward con-struction management status and development level,but can solve the embarrassment on how to identify the true cost of the bidder for a-bide by the Law of the People＇s Republic of China on Tenders and Bids that clearly stipulated“A bidder may not submit a below cost bid price in competing for a project”.
