基于S-AHP定权法的水资源与经济社会协调发展评价

摘    要:根据水资源与经济社会的内在关系,制定水资源与经济社会协调发展评价指标体系,并对指标进行相关性分析以验证指标选取的合理性,在此基础上建立水资源与经济社会协调发展模型,提出一种改进的S-AHP定权方法,并采用可变模糊评价方法确定各指标相对隶属度,进行水资源与经济社会协调发展评价,并以金华市为时象进行实例研究,认为2011年金华市水资源与经济社会协调发展程度处于中等水平,供水工程措施、人口及用水效率是制约金华市水资源与经济社会协调发展的主要因素,需要重点加强.

Abstract:Based on the intrinsic relationship between water and economical society, the evaluation index system of coordinated development between water resources and economical society is developed in this paper. And the correlation analysis has been taken to verify the reasonableness of the selected indicators. On this basis, a coordinated development model of water resources and economical society is established with a new improved S-AHP fixed weight method, and variable fuzzy evaluation method is used to determine the index relative membership degree. Taking Jinhua City for instance, the resuhs show that, in 2011, the coordinated development of Jinhua City in water resources and economical society is at the middle level, water engineering measures, population and water use efficiency are the main factors that constrained the city's coordinated development level which need to be focused on. The results also provide some basis for decision making of the utilization of water resources and the development of economical society in Jinhua.
