农村水电安全监管现存问题与对策——以浙西开化县农村为例

农村水电具有点多面广、规模较小的特点．不少农村水电面临水电站设备设施老化严重及国有、集体、民营多元化投资管理格局．浙西开化县农村在水电安全监管上存在诸多困难和问题，据此提出从以往单一的行政管理向社会化管理转变，理顺管理职能，落实监管主体，加强部门联动，形成管理合力等建议，以进一步加强行业安全监管工作，提高农村水电安全水平．

Safety Supervision of Rural Hydropower

Most of the rural hydropower stations in Kaihua, western Zhejiang, are small-sized with aging facilities. The complex management patterns of state-owned, collective ownership and private diversification investment bring many problems rural in safety regulation of rural hydropower. Some suggestions are put forward in this paper on the transition of social management from the previous single admlnistration, to straighten out the management functions and the supervision body, therefore, to strengthen management force, which helps to further safety supervision of rural hydropower stations.
