10kV和20kV配电网混合运行安全分析与对策研究

摘    要:在配电网改造过程中,10kV向20kV过渡期间的方案选择、设备和运行操作人员可能存在安全风险,在混合运行检修经验积累期、适应期也可能存在适应性风险;据此提出与过渡期间安全风险和混合运行期间的适应性风险相对应的对策与控制措施,包括选择线路结构、选择中性点接地方式、配置保护、标识添加等,对10kV向20kV配电网改造过程和混合运行过程中,为制定相应的防范措施和切实可行的应急预案具有一定的指导意义.

Abstract:The security risk for the operating personnel during power distribution network reconstruction from 10kv into 20kv is analyzed in this paper, and the possible risk during the maintenance and accumulation period of mixed operation is also discussed. The countermeasures and control measures for safety risk in transition period and the adaptive risk in mixed op- eration are introduced, including line connection, neutral point treatment, disposition protection and signal index, which provide effective preventive measures and practical emergency plan for the distribution network reconstruction and mixed op- eration process from 10 kv to 20 kv process, so as to ensure the reliability of power supply.
