| 摘 要： | 2007年10月8日，受第16号“罗莎”台风环流和北方冷空气南下的共同影响，杭州主城区遭遇40年一遇强暴雨，使杭州主城区街巷遭受罕见的涝灾．近几十年来，我国的城市建设发展迅速，但是在发展的同时也带来了各种隐患，其中以城市化造成城市内涝灾害最为严重，给人民生命财产带来的损失最大．以杭州市为例，从城市面临的内涝灾害问题、城市内涝灾害原因分析以及城市防涝减灾新对策三大方面做了若干分析，希望对杭州“10·8”涝灾过后的经验总结具有一定的借鉴作用．

| Abstract: | The main districts of Hangzhou suffered the heavest rainfall of the recent 40 years influenced by Typhoon ＂Luosha＂ and the cold air on 8th, Oetober, 2007,resuhing in serious waterlog in urban. The rapid development of city construction brings some hidden troubles, the most typical one is incity surface waterlogging. The paper makes a deep research on the tea.sons of incity surface waterlogging and proposes some measures of urban waterlogging control, taking Hangzhou as the case. |
