| 摘 要： | 战略性新兴产业是国民经济发展的先导产业,结合战略性新兴产业的特点,分析战略性新兴产业知识产权战略管理系统运行效果的构成要素,构建系统运行效果的初选评价指标体系;运用群组特征根法对系统的运行效果初选评价指标进行关键指标识别,构建由1个一级指标、3个二级指标和23个三级指标构成的战略性新兴产业知识产权战略管理系统的运行效果评价指标体系,为该系统运行效果的测度和评价提供支持. |

| Abstract: | Strategic emerging industry is the pioneering industry in the development of national economy. Combining with the characters of the strategic emerging industry, it analyzes the ingredients of the operational effect of intellectual property strategy management system of strate.gic emerging industry and constructing the primary evaluation index system of the evaluation of operational effect of intellectual property strategy management system of strategic emerging industry. To identify the key indicators of the primary evaluation index system of the evaluation of operational effect of intellectual property strategy management system of strategic emerging industry with the method of group eigenvalue, an evaluation index system of the evaluation of operational effect of intellectual property strategy management system of strategic emerging industry is established on the basis of 1 one-class index,3 two-class index and 23 three-class index. This index system will measure and appraise the operational effect of intellectual property strategy management system of strategic emerging industry. |
