| 摘 要： | 根据南京中国第二历史档案馆馆藏文献中的部分案例和湖南省档案馆馆藏文献的相关资料，可以得出如下结论：湖南的部分行政腐败问题属于南京政府时期全国范围带有普遍性的行政腐败问题；另一部分案例则具有湖南地方行政特别是县级地方行政的特色。湖南行政腐败问题的地方特色，主要是由湖南新军阀集团，为推行反共清乡政策，强化县级行政机构的权力，但是又无法实现有效监督造成的。这其中又以团防腐败尤重。

On the Local Administrative Corruption in Human Province of Nationalist Government |

| Abstract: | Based on the cases and relevant matericals in The Second Archives of Nanjing and The Provincial Archives of Hunan, we can sea that the local administrative corruption in Hunan was a common phernment in the rule of the the Nanjing Nationalist Government. Other cases are of the characteristics of the local government of Hunan. The Hunan warlord authority corrupted a lot in carrying out the policy of anti-commuism and cleaning out the raral area, strenthening the power of the county level and resulting in the ineffective supervision. The corruption of the local civil corps was the most serious. |
