析美对台政策波动性的制约因素

美国的对台政策始终处于摇摆和波动之中 ,影响和制约美对台政策的波动性与不稳定调整的主要因素有 3点。一是由美国在外交中追求国家利益和意识形态目标的内在矛盾性决定的 ;二是激烈动荡中的美国对外政策思潮对美国的对华、对台政策产生波动性影响 ;三是强烈的党派动机和个人政治野心导致美国在处理台湾问题和发展中美关系上必然产生分歧和争议 ,导致美国在处理台湾问题上采取反复无常的波动性政策。

On the Confining Factors to the Fluctuation of Taiwan Policy of the USA

The Taiwan policy of the USA has been fluctuating all the time. This paper points out three main factors that influence and confine the fluctuation and uncertainty of the Taiwan policy of the USA. The first factor is defined by the internal contradictions of the national interests and the objective of ideology that the USA diplomacy pursues, the second one is the influences of the foreign trend of thoughts of the USA on its policies to PRC and Taiwan, the final one is that intensive party motives and personal political ambitions lead to the disputes and disagreements on dealing with the PRC relations and Taiwan issue, and therefore lead to the fluctuation and uncertainty of the Taiwan policy of the USA.
