三峡库区水污染及其法律规制

三峡库区流域面积大 ,水污染的影响面也大。近年来 ,库区及其上游污水排放量大 ,水土流失严重 ,加剧了长江水质的污染。水利工程建设伴生许多潜在的污染问题。防治库区的水污染 ,需要有法可依 ,同时严格执法。应进一步完善水污染防治法规 ,健全环境责任制度及赔偿制度。建议设立库区专门的环保执法机构 ,加大库区环保监管力度 ,提高环境监督执法水平和处理突发性污染事件的能力。

Water Pollution in the Three Gorges Reservoir and the Laws for Regulation

The drainage area of the Three Gorges Reservoir is very large, and sois its influence of water pollution. In recent years, due to the large amount of out-letting sewage from the reservoir and the upper stream, the loss of water and soil has been quite serious, which has worsened the water pollution in the Yangtze River. The construction of irrigation works has also resulted in many potential problems in pollution. In order to prevent water pollution in the Three Gorges Reservoir, law must be implemented, depended upon and strictly executed. As a result, the rule of law for preventing water pollution should be perfected, and the system for environmental responsibility and compensation should be strengthened. Suggestions have been made to set up a special organization to protect environment and strengthen the supervision of environment in the Three Gorges Reservoir, thus improving the standard for environmental supervision and the ability for handling unexpected pollution incidents.
