我国科技成果鉴定问题探讨

对我国科技成果鉴定制度的改革历程进行了简单回顾。分析了现行科技成果鉴定存在的主要问题，指出计划经济体制下形成的科技成果鉴定制度，由于其实施的客观环境发生变化，已不能适应当前市场经济体制运行的要求，也不适应政府职能转变的需要；同时，由于现行鉴定办法自身存在的局限性和相应配套措施不力，也影响了科技成果鉴定工作有效开展。最后，分析了当前科技成果鉴定存在的内在需求，阐明了改革和完善科技成果鉴定制度的必要性。

The evolution of Chinese scientific and technological achievements appraisal (STAA) system is briefly traced, and its current status and existing problems are analyzed.Since the environment has changed, the current STAA system, which was formed under planned economy, has become inefficient in the market economy operation, and it contradicts the government's turnaround in its functioning. In addition, the effective operation of appraisal is impeded by limitations in the current appraisal method and auxiliary measures. The intrinsic demands for the presence of STAA, and the necessity of reform and improvement of STAA system are discussed.
