西部民族地区新农村建设与人力资源开发

西部民族地区农村是中国贫困程度最深的地区,社会发展水平低,经济落后。加强人力资源开发对促进农业产业化,农村劳动力转移,加快新型工业化、城镇化发展具有重要的意义。西部民族地区作为欠发达省区,其发展缓慢的最大障碍来自于人力资源基础素质水平低、人力资本存量增长缓慢、缺乏高素质的人才,而教育经费的绝对量低、人力资源开发的软环境差是制约人力资源开发的主要因素。鉴于此,树立正确的人力资源观和开发观、发展高等民族教育、推行持续性的教育和训练体系、加大对农村教育的投资、注重农村女性健康,实施有效的人力资源开发,最终促进新农村建设。

New rural construction and human resource development in the western minority area

The rural in the western minority area is the poorest region in China.Its social economical development is still backward.Investing human-resource development can make the greatest contribution to promote agriculture industrialization,rural labor transfer,new industrialization and urbanization.As an under-developed area,its biggest barrier of development comes from its poor human capital and low quality of human-resource.And low educational investment and the difference of soft environment are main reasons that restrain human resource development.Thus,through having new human resource developing value,developing education investment,pushing continuous education and training system,and improving woman healthy,we can enhance human resource development and promote the new rural construction in western area of China.
