摘    要:科学评估智能电网发展水平和潜在效果是规划与建设智能电网的基础。有鉴于此,初步构建了智能电网综合评估指标体系,主要包括发展水平指标体系和效果/影响指标体系。其中,发展水平指标体系用于描述发电、输电、变电、配电、用电和调度6个环节的关键技术的发展程度,而效果/影响指标体系则反映智能电网建设给发电公司、电网公司、电力用户和整个社会可能带来的效益与影响。之后,提出了基于模糊层次分析法的智能电网综合评估方法流程。

Abstract:Scientifically evaluating the development level and the possible impacts of smart grids is essential for planning and building smart grids.Given this background,a comprehensive assessment index system for smart grids is preliminarily developed and divided into the development level index set and the effect/impact index set.The former represents the level and scale of new technology brought up by smart grids to the generation sector,transmission sector,transforming sector,distribution sector as well as terminal consumers,while the latter reflects the benefits and impacts of smart grids on generation companies,power grid companies,power consumers,as well the whole society.Finally,a fuzzy analytical hierarchy process based assessment procedure for smart grids is presented.
