| Abstract: | The social, economic and political background for the public participating institution of urban planning in western capitalism states are analysed. Combining with the significant transform of Chinese social and economic policy, the necessity to establish the public participating institution of urban planning is proposed. The suggestion of resolution pattern of the public participating and the frame of the public participating institution of urban planning is put forward. |
