基于AHP 法的智慧社区环境质量评价体系研究

摘    要:社区是社会组成的最基本组织机构,是城镇居民生活的基本场所,社区环境与居民的身心健康息息相关,如何评价社区环境质量好坏?层次分析法(analytic hierarchy process, AHP)是对于难以完全定量的复杂系统做出决策的模型和方法,适用于分层交错评价指标的目标系统,且目标值难于定量描述的决策问题。智慧社区环境质量各评价指标间的权重并不具有直接可比性,无法给出定量结果,因此利用专家调查法判断各指标之间的重要程度,才能合理给出各个指标的权重。针对现阶段社区环境治理缺乏决策依据、居民参与度低的问题,采用大数据挖掘与统计分析方法筛选评价指标,基于AHP法,从社区生态环境、基础建设、公共服务、节能减排4个方面构建智慧社区的环境质量评价体系,为建设环境友好型智慧社区提供依据。采用模糊综合评价法进行相关案例分析,探讨社区环境治理的策略,对社区与时俱进具有很好的指导意义。

Abstract:The community is the most basic organization of society and the basic place for the life of urban residents. The community environment is closely related to physical and mental health of the residents. How to evaluate the quality of community environment? Analytic hierarchy process (AHP) is a decision-making model and method for complex systems which are difficult to quantify completely. It is suitable for the target system of hierarchical and staggered evaluation index, and the decision problems in which target values are difficult to quantitatively describe. The weights of each evaluation index of environmental quality in smart communities are not directly comparable and the quantitative results could not be obtained effectively. Therefore, only by using expert survey method to judge the importance of each index, can the weights of each index be given reasonably. In view of the lack of decision-making basis for community environmental governance at the present stage and the low participation of residents, the evaluation indicators are screened by big data mining and statistical analysis method. Based on AHP, the environmental quality evaluation system of smart communities is constructed from four aspects: ecological environmental, infrastructure construction, public services, energy conservation and emission reduction, which is to provide basis for the construction of environment-friendly smart communities. Using the method of fuzzy comprehensive evaluation to analyze the relevant cases and explore the strategies of community environmental governance has a good guiding significance for the community to keep pace with the times.
