| 摘 要： | 基于工程项目组织的扁平化和长链供应链的形成，工程项目风险控制必须从传统的简单流程式管理转向面向价值链的风险管理。本文借鉴供应链理论对工程项目风险控制的基本原则进行分析，提出了项目风险控制的“鞭梢效应”和风险决策的“迁移性”，构造了工程项目风险价值流为基础的风险链管理方法。并根据以上分析，对有关施工企业和承包商的制度创新、风险经理的设立、风险管理的表格化及资本结构方面提出了制度性的对策和建议。

| Abstract: | For the reason of integrated manufacture,the key to project risk management methodology transfers from simple process to value chain management paradigm.After analyzing risk management process in the term of supply chain methods,the whiplash effect and the shift nature of risk are discussed,and the new method of risk chain management based on risk value flow is presented.Institutional recommendations are made for the innovation of project management system,risk manager,risk management sheet,and project financing structure. |
