Abstract: | Under the large environment of higher education being brought into line with market economy, institute journals should turn their traditional concepts and operating mechanisms and bravely face to markets. They should really become the scientific periodicals with the characteristic of modern time and toward the new century in the market economy searching for broad and permanent living space. |
