| 摘 要： | 西部大开发需要大资金.但西部自身的资金实力较弱,政府筹资能力有限,银行金融机构资金虽然富裕,但是自身非投资实体.就目前形势来看,发展资本市场,调动国外及东部资金投资西部,则不失为一种行之有效之法.发展资本市场关键是要发展产业投资基金(一种融投资的经营实体或工具),具体应从两方面入手一是制订有关的法律法规是产业投资基金发展的基础;二是,在发展产业投资基金过程中,应大力发展可转换投资基金. |

| Abstract: | The great developing of west china need great funds .But the finance of west china is bitter; It of government is limited; though the funds of bank organ is rich but it is not invest unit, so it is Inevitable to develop capital market to absorb the funds of foreign and the east china to the west. It is key to develop property invest fund ( a unit of margining and investing or a tool). We should do well two work: To establish rational laws and provisions as base of developing property invest fund;To develop changeover fund in the process of developing property invest fund. |
