| 摘 要： | 针对汽车尾气污染和石油资源过度消耗所引发的环境与能源问题,参考国外电动汽车发展经验,系统介绍了国外电动汽车开发概况、开发普及战略、政策措施,并从财税政策、基础设施建设、投资融资体制等9个方面提出了我国发展电动汽车的激励政策框架.

| Abstract: | According to the environmental pollution and energy crisis caused by automobile tail-gas discharging and the overconsumption of oil resource, the authors, consulting the foreign experience in the development of electrical automobiles, systematically introduce the general developing situation, strategy of development and popularization, policy and measures of foreign automobiles, and from nine respects of finance and taxation policy, infrastructural facilities, investment and financing system, and so on, put forward the encouraging policy of developing electrical automobiles in China. |
