国外电力企业风险管理典型案例及其启示

随着社会经济快速发展以及经济全球化进程的推进,电力行业迎来了新的风险和挑战。市场环境对电力企业的风险识别能力、风险评估能力、风险控制能力等有了新的要求和挑战。为借鉴发达国家的经验,分别介绍美国BPA电力公司、法国EDF电力公司、加拿大Hydro One公司以及日本TEPCO电力公司等开展企业风险管理(ERM)的典型案例,通过其开展企业风险管理的动机、组织结构、管理定位、实施框架及流程等,剖析各案例中风险管理的侧重点与特色,总结其对我国电力企业的启示,并从企业风险管理的内部性和外部性提出我国电力企业风险管理的综合模式。

Typical cases of foreign electricity enterprise risk management

With the rapid development of social-economy and the progress of economic globalization,the electric power industry is facing emerging risks and challenges.The capacity of risk identification,risk assessment and risk governance of electric power industry needs to be seriously addressed to meet the demand of the new market environment.To learn from the experience of developed countries,analysis of typical cases of enterprise risk management(ERM) in four international electricity companies(USA BPA,France EDF,Canada Hydro One and Japan TEPCO) were presented.By analyzing their motivation,organizational structure,management positioning,implementation framework and procedure in ERM,the focuses and features of ERM were summarized to deliver enlightenment to Chinese electric power industry.An integrated mode of ERM in China was proposed from the aspects of internal and external sides of ERM.
