| 摘 要： | 确保重点城市电网安全,防止出现大面积停电已经成为电力部门乃至全社会关注的焦点.首先对欧洲"11.4"大停电事故进行了解读;其次分析了上海电网存在的问题;最后,在认真吸取此次事故教训和深入分析上海电网安全薄弱环节的基础上,提出了上海电网今后应重点做好"充分做好应对电力市场环境的准备";"保证调度拥有足够的事故处理手段"等6方面的安全工作重点.

| Abstract: | It becomes one of the hottest topics in the electric power industry and the whole society to keep the power grids secure and prevent them from suffering blackouts.The "11.4" blackouts happened in Europe is studied in detail,and problems existing in Shanghai Power Grid are thoroughly analyzed.Based on that,the essentials of security efforts for Shanghai Power Grid are proposed. |
