摘    要:针对峰谷电价与负荷率电价的配合问题,构建了适合于大、中工商业及其他用户的考虑负荷率的峰谷分时电价模型。首先,对电力系统运行特性及供电成本展开分析,在电力系统最优规划与运行的假设条件下,建立了电力系统及负荷率分档用户的边际容量成本和边际电量成本模型。然后,应用边际成本与两部制定价理论,计及电压等级价差,构建了负荷率分档的峰谷分时电价模型。该定价模型综合反映了用户发、输、配电环节供电成本及其时变特征,具有较好的经济效率与公平性。最后,算例验证了该模型的合理性。

Abstract:This paper builds a time-of-use (TOU) tariff model based on load factor for industrial and commercial users of large and medium scale according to the coordination between TOU tariff and load factor tariff. First, this paper analyzes the system operation characteristics and power supply cost, and under the assumed condition that the programming and operation of power system is optimal to make the marginal capacity cost model and marginal electricity cost model for system and load factor grading users. Then considering of the price difference of each voltage grade, this paper establishes the load factor TOU tariff model applying the marginal cost pricing and two-part tariff theory. The pricing model synthetically reflects the generation, transmission and distribution cost and their time-variant characteristic, which makes the pricing model more efficiently and fairly. Finally, the case verifies the rationality of the model.
