摘    要:电力需求侧管理作为能源管理的技术和手段,对电力运行起到重要作用,而各项节电项目的推广和应用又是电力需求侧管理的一项重要内容。针对湖南省电网现状,利用经济最优原理,建立了适当的电力需求侧管理成本效益分析模型。通过引入具体算例,从社会、用户参与者、发起者(电力公司)和监督者的利益出发,分别对绿色照明、空调节电和变频调速技术这三项节电项目进行了可行性分析,得出了电力部门应采取的经济激励措施。在贴现率为10/的情况下,可以有效地减少电力和能量消耗,节电潜力巨大。

Abstract:As an important technique and measure for energy management, the demand side management (DSM) plays a key part in the operation of electricity market, and the extendibility and application of various saving electricity items is an important content of DSM. Aiming at problems of electric net in Hunan province, the paper establishes a set of cost and benefit analysis model of DSM with optimal theory in economics. By introducing examples, the paper mainly analyses green lighting, saving electricity of air condition and the frequency conversion adjust on the basis of benefit of society, user(participator),the electric power company(sponsors) and the supervisor(administrative department),and the economic incentive is suggested which should be adopted by electric power industry . At 10/ rate, it can reduce the consumption of electric power and energy efficiently, and the potential of saving electric power is very huge.
