Based on the strategy arrangement for arising industries based on the 12th five-year plan outline,solar energy is the most potential one for developing and utilization s one of the seven new energy.The planning of domestic solar energy industry is more important.This paper introduces the basic principles and present status of photovoltaic power generation and solar thermal power generation.It is pointed out that with the crowding into of foreign capitals,,the production capacity fast increases and may cause surplus.Corresponding countermeasurements including macro adjustment and control,policy guidance and giving special supports have been proposed.
