国际能效评估标准在DSM项目中的应用

对电力需求侧项目的实施效果进行科学评估是实施DSM项目不可或缺的组成部分，将国际能效评估的成熟经验应用于我国的DSM项目中，有助于推动我国DSM事业的顺利发展，也为我国开发更适合中国具体情况的能效评估标准提供了借鉴和参考。以对某DSM项目应用国际节能效果测量和认证规程（IPMVP）进行效果评估为契机，简要介绍了IPMVP的起源、发展和主要构成部分，并通过详细的评估过程，展示了该规程的应用方法、步骤和思路，为探讨国际广泛认可的规程应用于中国DSM项目的可行性提供了参考。

Application of international energy efficiency valuation standard on DSM project

Scientific evaluation of DSM project＇ s effect is an integrated part of its implementation. It can facilitate the progress of DSM program in China that we apply international well-developed protocol on Chinese specific DSM project; it is also a good reference in developing our own specific energy performance valuation method and standard. In this article, the source, development, and main contents of the International Performance Measurement and Verification Protocol （IPMVP） have been briefly introduced. Also, through a sample effect valuation on one DSM project in China, the methodology, procedure and strategy of using IPMVP have been detailed presented, which serves as a good base for discussion the feasibility of applying IPMVP on Chinese DSM projects.
