需求侧管理理论体系初探

需求侧管理（DSM）是节能减排、改善环境、应对全球气候变化行之有效的手段．也是国家可持续发展的重要战略选择。综合资源规划（IRP）是需求侧管理的理论基础，需求侧管理是综合资源规划的重要组成部分，两者构成IRP／DSM理论体系。在20世纪后20年，其之所以取得了巨大成效，IRP/DSM理论体系发挥了很大作用。若希望需求侧管理在21世纪继续发挥更大作用。需要深入研究综合资源战略规划（IRSP）。文章探讨了在电力市场化改革的条件下将综合资源规划的理念拓展为国家层面的综合资源战略规划，使其成为需求侧管理的理论基础。IRSP和DSM构成新的理论体系，并在这一理论体系中分析了在现行价格及机制的市场环境下，到2020年我国需求侧管理的潜力。

Study on the theoretical system of DSM

DSM is an effective tool in energy saving,environmental improvement and GHG mitigating for climate change and is an important strategy choice. IRP is the theoretical fundament of DSM and DSM is an important element of IRP. The two construct IRP/DSM theoretical system. In the last 20 years of the 20th century, DSM has achieved significant effectiveness because of the role of IRP/DSM. If we hope it will continue to play the stronger role in the 21th century, we should study IRSP deeply. The article discusses the IRP theory expansion to national level IRSP and makes it as DSM fundament under the conditions of electricity market reform. IRSP and DSM construct a new theoretical system. The article analyzes the DSM potential to 2020 year under the market environment of the existing price and mechanism.
