考虑电力现货市场经济效益的电网规划方法研究

在我国电力现货市场快速建设发展的大背景下，现货市场对电网提出的灵活性、经济性要求使得传统电网规划方法无法适用。基于现货市场下电网规划面临的挑战，将经济效益用社会福利进行表征，包括发电剩余、电力用户剩余和阻塞盈余3方面，构建了表征电网规划经济效益的效益/成本指标；通过计算可反映线路阻塞程度的线路影子价格，将其进行排序确定阻塞程度大小，确定规划升级设备的选址和装置升级优先级，提出了适用于现货市场起步和成熟2个阶段的考虑电力现货市场经济效益的电网规划方法；最后，构建考虑现货市场经济效益的规划模型算例，得到帕累托前沿解集，构建算例展示规划方案经济性校验方法的流程。

Power grid planning method considering economic benefit of electricity spot market

Under the background of the rapid construction and development of the Chinese electricity spot market, the flexibility and economic requirements of spot market for power grid make the traditional power grid planning methods not applicable.The challenges of power grid planning under spot market are analyzed. The economic benefits are represented by social welfare, including generation surplus, power user surplus and blocking surplus, and the benefit/cost index is constructed to represent the economic benefits of power grid planning. By calculating the shadow price of the line which can reflect the extent of the line congestion,sorting it to determine the extent of the blocking, determining the location of the planning and upgrading equipment and upgrading priority of the device, the power grid planning method which is suit able for the starting and mature stage of the spot market and considering the economic benefits of the spot market is put forward. Finally, an example is constructed to show the flow of economic verification method of planning scheme.
