综合资源战略规划概述

电力市场化改革打破了电力企业发输配售垄断的生产经营模式，也失去了电力企业制订综合资源规划的条件。没有综合资源规划，需求侧管理的理论依据不再存在。但是面对能源资源及环境的压力，各国政府依然把需求侧管理作为节能减排的有效工具。将综合资源规划的理念拓展为国家层面的综合资源战略规划，并进行了两者的比较研究．讨论了综合资源战略规划的基本概念及实施步骤。综合资源战略规划可作为需求侧管理的理论基础。

Brief introduction of integrated resources strategy planning

The electric power deregulation has led electric power enterprises very difficult to do integrated resources planning(IRP) because generation, transmission and distribution were to be unbundled. Without IRP, DSM has lost its theory fundament. However, with the pressure of climate change and environment pollution, DSM has been promoted as a tool for energy saving and emissions reduction. Integrated resources strategy planning(IRSP) is studied in this paper as the expansion of IRP through nation-layer. Then by comparing IRP with IRSP, the basic concept and implementing steps of IRSP are discussed. IRSP can be the theory fundament of DSM.
