摘    要:随着办公信息化建设工作的推进,电子公文已成为国家机关、企事业单位上传下达、保持政令畅通的主要载体,如何保障其安全性、时效性、真实性、可靠性成为办公信息化建设的核心问题.电子公文安全传输平台,采用非固定密钥加密技术、强加密算法和多重访问控制,实现了控制信息、公文信息、公章信息全加密,防止传输信息被假冒、截取、篡改、否认,保证了公文的严肃性和传输过程的安全,实现了该领域的技术突破.该平台在甘肃省电力公司各单位已全面建成并投入大规模应用,节省了大量办公成本,取得了良好的经济效益.

Abstract:With the push of office informatization construction, electronic official documents have been a major carrier for state organs, enterprises and institutions to convey information. How to guarantee its safety, timeliness, authenticity and reliability becomes the core issue of office informatization construction. The paper designs an electronic official document security transmission platform, which integrates dynamic key encryption technology and algorithm with access control technology to encrypt control information, official documents information and official seals information. The platform guarantees that the information can not be tampered with and forgery, and ensure the seriousness of official documents and the safety of transmission process. The platform has been successfully applied to organizations of Gansu Electric Power Corporation. Results of the application show that the platform is helpful to save a lot of office cost and achieve good economic benefits.
