省际火电行业环境福利绩效及地区差异研究

摘    要:基于NSBM模型,将火力发电过程分解为火电生产和环境治理两个阶段,对我国大陆30个省份2007–2016年间的火电行业环境福利绩效进行测算,进而运用Dagum基尼系数及其子群分解方法分析了我国火电行业环境福利绩效的地区差异。结果发现:我国火电行业环境福利绩效总体较低,呈近似"M"型波动;地区差异明显,西部明显高于东、中部地区,并且第一阶段的环境效率明显高于第二阶段的福利效率;Dagum基尼系数的分解结果表明火电行业环境福利绩效地区差异主要源于区域间差异,但差距在逐渐缩小。基于上述结论提出相关政策建议以实现火电行业的可持续发展。

Abstract:Based on the NSBM model, the thermal power generation process is decomposed into two stages of thermal power production and environmental governance. The environmental welfare performance of the thermal power industry in 30 provinces in China's Mainland is measured from 2007 to 2016, and then its regional differences are analyzed by using the Dagum Gini coefficient and its subgroup decomposition method. The results show that the overall environmental welfare performance of China’s thermal power industry is relatively low, showing an approximately "M"-shaped fluctuation;regional differences are obvious, and the western region is significantly higher than the eastern and central regions;the environmental efficiency in the first stage is significantly higher than the welfare efficiency in the second stage;the decomposition results of the Dagum Gini coefficient indicate that the regional differences in environmental welfare performance of the thermal power industry are mainly due to regional differences, but the gap is gradually narrowing. Based on the above conclusions, relevant policy recommendations are proposed to achieve sustainable development in the thermal power industry.
