县级大面积停电事件应急预案编制关键要素

以福建省莆田市仙游县大面积停电事件应急体系示范县建设实践为范本,梳理提出了县级大面积停电事件应急预案编制过程中的预案编制准备、预案编制(包括预案形式规范、预案要素完整、预案内容具有针对性及可操作性、预案征求意见)、桌面推演及问题修订、预案评审、预案批准实施及报备等关键要素,并进行了说明,以期能够对县级大面积停电事件应急预案建设工作提供一定的指导或参考。

Key Elements for Preparing Emergency Response Plans for Large-scale Blackouts at County Level

Taking the county-level demonstration construction of large-scale blackout emergency response system in Xianyou County,Putian City,Fujian Province as a model,this paper proposes such key elements as the preparation of emergency plan,including the form specification and completeness of the emergency plan,the target and operability of emergency plan contents,and solicitation for opinions of emergency plan,as well as the desktop deductions and revisions,and the review,approval and reporting,etc.during the preparation of emergency plan for county-level large blackouts,with explanations so as to provide guidance or reference for the construction of emergency response plans dealing with county-level large-scale blackouts.
