| 摘 要： | 评标指标体系是对被评价对象进行全面考察的工作蓝本,它应当在明确的评价目的的指导下,尽可能全面、深入地刻画被评价对象的各个方面。文章基于SMART准则和指标体系设计的基本原则,结合火电机组设备采购评标的特点,阐述了SMART准则在火电机组设备采购评标指标体系设计中的具体应用。

| Abstract: | Evaluation index system is an original working writing based to conduct overall investigation of the object.It should depict all of faces on the appraised object as comprehensively and deeply as possible under the guidance of the clear appraisal purpose.This paper,which is based on the fundamental principle of SMART criteria and index system design,and combining with the evaluation features of thermal power equipment procurement,sets forth the concrete application of SMART criteria in the evaluation index system design of thermal power equipment procurememt. |
