电网评估指标体系的构建及应用

随着电网规划与管理工作日益精益化的要求，迫切需要建立科学客观的电网评估指标体系。文章从电网发展特性及价值取向出发，将电网发展评估划分为安全、可靠、优质、协调、经济、高效、智能共7个子系统。从这7个方面，分别建立了三级指标，并进行了解释说明，同时分析了指标间的相互关系。最后，以某一省域电网为例，应用指标体系对其“十一五”期间的电网发展进行评价。该指标体系具有系统、全面、客观的特点，对推进电网科学发展，提高电网管理水平具有重要意义。
