摘    要:建立一套科学、系统、合理的电网运行指标体系是评估和控制电网运行的迫切需求。针对如何建立符合当前输电网运行需求的指标体系进行初步探讨,以期能有效评估输电网状态并提供辅助决策信息。明确了输电网运行指标体系的构建目的,阐述了指标体系的主要架构和实现思路。输电网运行指标体系是从结果和原因2个层面评估输电网运行,不仅反映了输电网当前运行状态是否满意,同时探究输电网不满意状态出现的原因。结果评估分析了输电网的主要利益相关者的需求,从外部需求和内部需求的满足程度2个方面进行评估。原因评估基于分解和转化的方法进行,给出各结果评估指标对应的分解指标,构建与结果评估指标对应的决策链,并提出决策评估方法,以发现输电网运行的薄弱环节。随后,给出指标体系中指标选择的原则和方法。基于上述架构建立的指标体系层次性强,指标关联关系明确,与调度中心的主要业务紧密联系,对于调度人员及系统最终做出的控制决策具有一定的指导作用。

Abstract:It is urgent demand for the evaluation and control of power grid operation to establish a set of scientific, systematic and reasonable index system. This paper discussed how to establish the index system according to the operation demand of transmission network, which could effectively evaluate the grid status and provide assistant decision-making information ; made clear the purpose of constructing the index system for grid operation ; expounded the main architecture and implementation ideas of the index system. The index system evaluated the transmission network operation from two levels: the results and the reasons, which not only reflected whether the current operating status of transmission network were satisfied, but also explored the reasons of unsatisfied states of transmission network. The result evaluation analyzed the demands of main stakeholders of transmission network, including the satisfaction degree of both external demand and internal demand. Based on the methods of decomposition and transformation, the reason evaluation provided the decomposition index for each result evaluation index, constructed the strategy chain corresponding to the result evaluation index, and proposed the method of strategy evaluation, in order to find the weaknesses in grid operation. Then, the principles and methods of index selection were proposed for the index system. The index system designed based on the proposed architecture, has the advantages of obvious hierarchy, clear index relationship, close contact with the main business of dispatch center, which can provide guidance for the dispatchers and the system to make the control decisions.
