摘    要:发电权交易能够提高电力交易的适应性,降低煤耗与排放量。该文深入分析了发电权交易的深刻意义与背景,比较了其在阻塞管理方面与传统方法所不同的特点。在此基础之上,建立以电量为交易对象、直接考虑阻塞管理的发电权交易模型;根据模型中交易匹配的特性,提出了基于网络流技术的求解算法,并采用决策树的方法从理论上证明了社会福利最优性。该方法具有交易过程清晰、交易算法透明、计算速度快的特点,同时,优化过程中所产生的丰富的市场信息具有明确的物理意义和经济意义。

Abstract:Generation rights trading (GRT) can improve the adaptability of power market and help to reduce energy consumption and corresponding emissions. Based on an in-depth analysis of the background, the characteristics and significance of GRT are compared with that of traditional methods from the viewpoint of congestion management. The paper presented a new energy-based GRT model by directly taking congestion management into consideration. The matching process of the model, an algorithm based on network flow was proposed. The optimality of the algorithm was theoretically proved in the sense of social welfare with decision tree method. The proposed method is clear, transparent and offers abundant trading information, which can be easily understood by the participants in the market.
