提升西北电网水(火)电机组一次调频性能的措施

摘    要:为了适应西北电网大规模外送的要求,提高西北电网频率稳定性,西北电力调度通信中心对于西北电网内水(火)电机组的一次调频性能提出了整改措施,该措施将机组一次调频贡献电量、响应行为等指标作为考评发电企业的考评标准,确定了水(火)电机组一次调频性能考评办法、计量计算方法、信息披露方法。实践表明,该整改措施提高了西北电力系统在直流闭锁、大容量机组跳闸时系统频率的稳定性。

Measures to Improve the Primary Frequency Regulation Performance of Hydro-Thermal Generating Units in Northwest Power Grid

Abstract:To meet the requirements for large-scaled power transmission from Northwest Power Grid to other regions and to enhance the frequency stability of the power system, Northwest Electric Power Dispatching and Communication Center proposes a series of measures to improve the primary frequency regulation performance of hydro-thermal generating units in the system. These measures set the electric quantity contribution and response behavior of generating units for primary frequency regulation as criteria to evaluate the power enterprises in the category, and define the evaluation, calculation, information release methods for primary frequency regulation of hydro-thermal generating units. The actual practice indicates that these measures help improve the frequency stability of Northwest Power Grid when the DC transmission system blocks or the large power units trip.
