巢湖流域生态环境质量动态综合评价的客观赋权法

摘    要:综合评价巢湖流域生态环境质量变化趋势可为流域生态环境治理提供重要依据,其关键问题就是如何合理确定各评价指标的权重。从挖掘各评价指标值的客观变化信息角度,提出了用基于加速遗传算法的投影寻踪方法提取各评价指标的整体差异权重,用基于加速遗传算法的模糊层次分析法提取各评价指标的局部差异权重,综合这两种客观权重得到各评价指标的组合权重,进而建立了综合评价的新方法(OCEM)。结果表明:OCEM利用评价指标值的变化信息比较充分,可反映各指标对综合评价结果的影响程度,它的评价结果更为客观、稳定,可在不同流域不同时期和不同条件下生态环境质量变化趋势综合评价中推广应用。

Abstract:The important gist can be given in managing basin eeo-environmental quality through evaluation of dynamic eeo-environmental comprehensive quality of Chaohu lake basin, where the key problem is how to determine the reasonal weights of the evaluation indexes, the whole diversity information of evaluation index values can be determined by using projection pursuit method based on accelerating genetic algorithm, the local diversity infromation of evaluation index values can be determined by using improved fuzzy analytic hierarchy process method based on accelerating genetic algorithm, combined weight can be obtained through integrating the two objective weights, accordingly a new comprehensive evaluation method, named OCEM, is established. The research results show that variety information of the evaluation index values is utilized much sufficiently by using OCEM, importance of each valuation index can be recognized in comprehensive evaluation, and computation results of OCEM is objective and stable, so it can be widely applied to evaluating change trend of eeo-environmental quality of diffeent basins under different periods and conditions.
