摘    要:电力系统的改革导致大规模互联电网的形成。我国已形成了覆盖全国的大电网,在不久的将来还有可能实现国际联网。大规模互联的电力系统对通信基础设施、控制技术、运行策略以及对灾变的预防和控制能力提出了更高的要求。当前高度发达的计算技术、网络技术和高速数据通信技术能够为大规模互联的电力系统提供辅助支持。数字化电力系统(DPS)的功能主要是帮助实现系统实时状态评估、改善系统的安全稳定性、制定和实施经济运行策略以及增强在事故情况下的紧急处理和故障恢复能力,进而实现电力系统的科学化管理。要实现这些功能,必须建立大区域的实时数据交换平台。文中介绍了适合于为大区域数字化电力系统服务的通信平台体系,着重讨论了骨干网络、协议体系和数据链路层的设计,以及综合利用该专线网络的带宽资源及其安全策略,并对网络时延进行了简单分析。

Abstract:The reform of electric power system has led to the forming of large-scale interconnected electric power grids. The large-scale electric power grids have covered the nation-wide area of China,and it is expected to be connected with other international grids in the near future. The large-scale interconnected power system requires advanced communication infrastructure,control technique,operation strategy and the capabilities of protecting and controlling catastrophic failure. The available advanced technologies,such as computing,networking and data communication,should be applied to support the system. The major functions of DPS are to implement real-time state assessment,to improve system security and stability,to establish and implement economic operation strategy,to enhance the capability of handling system failure and restoration,and to achieve optimal management of electric power system. For realizing the above mentioned functions,a real-time data exchange network must be firstly established. In this paper,a communication infrastructure of achieving these purposes is proposed. The design of backbone network,protocol system,and data link layer are fully discussed. To fully use the bandwidth resource in the broadband network,the scheme for integrating available service is also discussed. Finally,the time delay and security strategy are discussed.
