SURVEILLANCE INDICES AND EVALUATING SYSTEM OF ELECTRICITY MARKET

To guarantee the health and efficiency of the electricity market, it is urgently demanded an integrated and effective evaluation system to monitor the deals in electricity market, evaluate the market performance, and detect the market power abusing or other violated behaviors, which can give an impersonal judge of the market and a convincing support for decision-maker. This paper systematically introduces the definition, signification and application of the five types of surveillance indices using in the evaluation system, including market balance, market structure, bidding strategy, supplier' s status and deal outcome. At last an integrated evaluation system is put forward, including the grade standard of each index, the score assignment and the method of calculation and integration. Examples and actual result for an electricity market in China are presented throughout the paper to illustrate the ideas.
