摘    要:北京市负荷近年来持续快速增长,峰谷差急剧拉大,负荷率也逐年下降,给电力系统安全稳定及经济运行带来很大困难。提高负荷率、开发低谷电力市场已成为主要课题。作者尝试采用需求侧管理(DSM)来解决这一难题。在对北京市进行负荷调查的基础上,建立了相应的模型及软件,对北京市重点行业的重点用户进行了节电潜力分析。针对北京市负荷特性,从管理及技术改造两方面研究提高负荷率的措施及实施方案。为掌握实施效果,建立了决策支持系统,模拟上述措施及实施方案。该方案已在首钢总公司厂区试点,初步取得成效,使北京地区1997年负荷率也得到明显改善。

Abstract:In the recent years,the power load in Beijing has been increasing steadily and rapidly,the difference between the peak and the valley has been rising rapidly,so that the load factor has also been decreasing year after year.These bring great difficulty to system stability and economical operation.It has become the main subject to improve load factor and develop the market of valley power.DSM (demand-side management) is used to solve this problem.The model and software are developed to make a power-saving analysis on the important users of Beijing's major industries.The decision-supporting system is founded up to imitate the above measures and executive plan forgetting the efficiency of the execution.The proposed plan has been tested in the Capital Steel Corporation and won some initial success.It has made the load factor of whole Beijing district in 1997 evidently improved.
