摘    要:随着用电量增速降低,如何在不违反安全性约束的前提下提高输电网的利用效率成为电网规划和运行的重要关注点。为此基于国务院599号令提出了考虑等级事故概率约束的输电网利用效率评估方法。该方法利用连锁故障模型计算等级事故概率,较好地考虑了实际电网的特点,可用于指导电网运行与规划,同时避免了来自不同特性电网的实际统计数据难以直接用于横向对比的不足。通过选取湖北省某地区电网作为算例,验证了所述输电网利用效率评估方法的有效性,并讨论了影响输电网利用效率提升的因素。

Abstract:With the decrease in the total electricity consumption growth rate, how to improve the efficiency of the transmission network without violating the safety constraints has become an important concern in the planning and operation of power grid. For this reason, an evaluation method for transmission grid efficiency considering the accident probability, based on the No. 599 order issued by the State Council, is proposed. This method calculates the accident probability using the cascading failure model, which takes the actual power system characteristics into account to guide the planning and operation of power grid. Meanwhile, it has avoided the defect that actual statistical data gathered from grids with different features cannot be used for horizontal comparison directly. A regional power grid in Hubei Province is selected to verify the effectiveness of the evaluation method, and the factors affecting the efficiency increment of the transmission network are discussed.
