电力节能减排的理论体系与技术支撑体系

摘    要:实施节能减排是贯彻落实科学发展观、构建和谐社会战略思想的重大举措,是实现可持续发展的必然选择。文中结合中国国情及节能减排的国际经验,提出了电力节能减排的核心理论体系与关键技术支撑体系架构;从建立节能减排长效机制的角度,提出了市场机制加上促进可持续发展的政策机制、有效监管及节能减排技术支撑体系的节能减排“组合拳”;重点研究了中国电力节能减排的市场机制、政策机制、技术支撑体系。
