摘    要:现有针对黑启动决策的研究大多集中于决策算法的选择,并没有深入考虑黑启动决策的一致性问题,也很少涉及黑启动指标权重和专家权重的调整问题。在此背景下,提出了一种采用直觉模糊距离对黑启动群体决策结果一致性进行分析的方法。为了改善黑启动群体决策意见的一致性,每轮决策过后,对指标权重和专家权重进行调整并代入下一轮决策,直至达到满意的一致性为止。最后,用一个算例说明了所提出的一致性分析与优化方法的基本特征。

Abstract:Most existing researches on power system black-start decision-making focus on the selection of appropriate black-start decision-making algorithms.The consistency of black-start decision-making results,and the adjustments of indexes’ weights and experts’ weights have not yet received much attention.Against such a background,an intuitionistic fuzzy distance based method is presented to analyze the consistency of black-start group decision-making results.To optimize the consistency of black-start group decision-making results,the weights of indexes as well as those of experts are adjusted after each round of decision-making is carried out,until a decision-making result with an acceptable consistency is achieved.Finally,an actual example is used to demonstrate the characteristics of the proposed method.
