中国电力市场模式的探讨

摘    要:根据我国电力体制改革现状,对电力市场模式进行了探讨,提出了改进的电力联营模式。该模式建立了提前电能市场、发电辅助服务市场、实时平衡市场、电力期货市场等各类市场,并通过各类市场的竞争机制以及在时序上的配套、在空间上的相互协调,能够有效地保障电力系统的安全可靠运行和各类市场的有效竞争。并提出了将实时平衡市场应用于拥塞管理的模型以及求解思路。

Abstract:Pow er system operation is facing great challenges due to the electricity supply industry restructuring. Brand new m easures should be introduced to survey allthe aspects ofelectric pow erindustry. With the status quo in China taken into account, an im proved poolm odelispresented. Som em arketssuch asforw ard energy m arket, ancillary services m arket, real- tim e balance m arket and futures m arket, are coordinated to ensure thatpower system operates in security and econom y and that all m arket participants com pete effectively. Som e significant changes are also introduced into the m odel of trade planning. Besides, real-tim e balance m arketm echanism is successfully applied to the congestion m anagem ent.
